While there are a number of resources for adoption processes available to districts and states, none fully includes a review of materials related to linguistic responsiveness for multilingual learners.

ELSF created the Multilingual Learner Curriculum Adoption Toolkit as a resource to help state/district leaders, curriculum committees, and educators reflect on and inventory the extent of multilingual learner inclusion in their curriculum adoption process. The Adoption Toolkit provides specific tools for each step in the adoption process.

Purpose

The Math Adoption Toolkit is designed to strengthen the adoption of core math curriculum materials to support multilingual learners. The Toolkit highlights the following features:

• Linguistically responsive criteria not presently addressed in math adoption reviews.
• Directions to assess the extent to which instructional materials meet the assets and needs of multilingual learners and to determine if additional focus is required.
• Examples of effective, research-based supports and scaffolding in a culturally and linguistically responsive curriculum.
• Tools to build the capacity of stakeholders involved in curriculum adoptions, including guidance for conducting an inclusive, language-focused review process, a specially-designed set of criteria and rubrics for scoring, and examples of district case studies of such reviews.

Resources for Case Making

The resources below will help you better understand why curriculum adoption is a lever for change. They help to provide a rationale and overview of how to center multilingual learners in curriculum adoption.

• Making the Case: A Guide for Strengthening Curriculum Adoptions for Multilingual Learner Equity. This resource includes a booklet and slide deck and can be used to make the case for an inclusive adoption process that centers multilingual learners.

• Multilingual Learner Curriculum Adoption Guidance. The Adoption Guidance resource was created to assist key decision-makers in evaluating and assessing their process of selecting high-quality instructional materials that promote equity for multilingual learners.
• The Role of the School Board in Ensuring Equitable Materials Adoption. This document is for School Board members to ensure equity in the curriculum adoption process by elevating the assets and needs of multilingual learners.
• Case Study: San Leandro. This case study outlines how the San Leandro Unified School District incorporated professional learning to understand, identify, and prioritize the strategies needed in high-quality instructional materials that best support multilingual learners.
• Case Study: Santa Juana. This case study is an example of how a fictional district in California prepared for and conducted a core math materials review and adoption process. Use this case study to understand how an inclusive curriculum adoption can be implemented under ideal conditions.
