The Early Childhood Guidelines for Multilingual Learners, developed by the English Learners Success Forum (ELSF), describes key concepts particular to instructional materials to support multilingual learners learning English in the early years of child development from preschool to 2nd grade.

ELSF developed these guidelines and the K-12 Guidelines for Improving Core Materials for English Learners to provide specific guidance to instructional material developers on what should be built into curricula, units, modules, and lessons so that multilingual learners can access and engage with content learning. These Early Childhood Guidelines are designed to be used alongside the K-12 guidelines, not as an independent document.
